The Classification Society Question: What Recognized Organizations Need to Ask About Polar LSA

When a vessel receives its Polar Ship Certificate, it passes through several layers of institutional review. The flag state sets the framework. The operator prepares the documentation. And the Recognized Organization — the classification society authorized by the flag state to conduct the survey — certifies that the vessel meets the requirements of the Polar Code.
That certification carries significant weight. It is the institutional endorsement that the vessel is fit for polar operations. It is the document that operators, insurers, and PSC authorities rely upon when assessing whether a vessel is appropriately equipped for the waters it is entering.
It is also, in most cases, silent on whether the immersion suits carried by that vessel provide thermal protection adequate for the Maximum Expected Time of Rescue in its polar operating area. That silence is the question this post is about.
Minimum compliance is still compliance — but in polar waters, compliance itself is defined differently. The Polar Code's goal-based framework does not set a symbolic floor. It sets a functional one: that every person aboard survives for the Maximum Expected Time of Rescue in the conditions the vessel is actually operating in. "Minimum" in that context isn't a lowered bar — it's the bar, and it's calibrated to functional survivability for all passengers and crew, not to a generic checklist. An RO survey that stops short of asking whether the equipment aboard actually meets that functional standard hasn't certified a lower version of compliance. It has left the central compliance question unanswered.
What ROs Are Certifying — and What They Are Not
Recognized Organizations conduct Polar Ship Certificate surveys against the requirements of the Polar Code and the interim guidelines established by MSC.1/Circ.1614/Rev.1. For life-saving appliances, the standard survey approach verifies that the equipment aboard carries the appropriate certification — in the case of immersion suits, a certificate issued against MSC.81(70), the IMO's Revised Recommendation on Testing of Life-Saving Appliances.
What that certificate does not verify — and what the survey process does not currently require the RO to assess — is whether the certified equipment actually meets the goal-based requirement of Polar Code Chapter 8: thermal protection sufficient for the METR of the specific polar operating area the vessel is certified to enter.
The distinction matters. MSC.81(70) was developed for temperate rescue scenarios. Its test conditions do not include wind chill, sub-zero air temperature, or water temperatures representative of High Arctic or Antarctic operating areas. It does not assess five-day survivability. It was not designed to. An RO that issues a Polar Ship Certificate on the basis of MSC.81(70) compliance alone is certifying something real — but it is not certifying Polar Code Chapter 8 goal-based compliance. Those are different things, and the gap between them has not yet been systematically addressed at the classification society level.
What Lloyd's Register Has Already Acknowledged
In February 2026, Lloyd's Register formally addressed this question in Case #00845510, through Dean A. Biskupovich, Global Technical Competence Centre Americas. The acknowledgment was direct: standard immersion suits may not consistently ensure five-day survivability under realistic polar conditions, and the appropriate pathway for addressing the gap is a submission to the IMO Maritime Safety Committee through a national administration or industry association.
This is a significant institutional acknowledgment. Lloyd's Register is one of the world's largest and most authoritative classification societies. Its acknowledgment that the gap exists — and that it requires action at the IMO level — is a statement by a central actor in the Polar Ship Certificate process that the current framework is incomplete. The question that follows naturally is: what should ROs do about it in the interim, while the IMO process proceeds?
The Interim Responsibility
MSC.1/Circ.1614/Rev.1, the interim guidelines for ships operating in polar waters, acknowledges at paragraph 1.3 that survival in polar conditions depends on a combination of equipment, crew training, and operational competence — that no single piece of equipment ensures survival, and that the goal-based framework requires a holistic assessment.
That framing places an affirmative responsibility on ROs conducting Polar Ship Certificate surveys. If the goal-based requirement is holistic, and if the certificate on the immersion suit does not by itself establish goal-based compliance, then the survey process must go further. It must ask whether the combination of equipment, training, and operational arrangements aboard this vessel is adequate for the METR of its operating area. Most current survey practice does not ask that question in any systematic way. Closing that gap does not require new IMO instruments. It requires ROs to apply the goal-based framework that already exists.
What That Evidence Looks Like
The goal-based question — does this equipment provide thermal protection adequate for this operating area's METR — has only one category of satisfactory answer: independent test data generated under conditions representative of the actual operating environment.
That evidence exists for the Arctic 10+ and Arctic 25+. The Ergopro documentation from Trondheim — six hours at 0°C water, −20°C air, −30°C wind chill, 500 grams of water ingress — is available to any RO, flag state authority, or operator that requests it. The Ergopro report's assessment is unambiguous: the test subject could have continued safely for a considerably longer period beyond the six-hour ethical ceiling. The evidence base that satisfies the goal-based question is not hypothetical. It exists. The question is whether ROs are requiring operators to produce it.
The IACS Dimension
The International Association of Classification Societies — IACS — has a direct role to play in addressing this gap systematically. IACS member societies collectively conduct the overwhelming majority of Polar Ship Certificate surveys worldwide. A unified IACS position on what LSA evidence is required to demonstrate Polar Code Chapter 8 goal-based compliance would establish a consistent standard across flag states and operating areas.
IACS is also entitled to submit documents to the IMO Maritime Safety Committee in its own right. The Norwegian Maritime Authority has formally invited submission on Polar Code Chapter 8 LSA requirements through Norway or another member state. The NMA pathway is open. The IACS pathway is open. The question is which institution moves first — and how quickly the others follow.
A Constructive Invitation
This post is not a criticism of classification societies. ROs operate within the frameworks that IMO instruments establish, and the current gap in those frameworks is a gap that IMO has not yet closed. What they can do — and what the goal-based framework already authorizes — is ask the operative question during the survey process, encourage operators to seek independent validation evidence, and engage the IMO and IACS processes that will ultimately close the gap formally.
DNV, Lloyd's Register, Bureau Veritas, ClassNK, RINA, and their peer societies are the institutions best positioned to accelerate that process. They have the technical expertise, the regulatory standing, the operator relationships, and the IMO access to move this question from acknowledged gap to resolved standard faster than any other actor in the system.
The question has been acknowledged. The evidence exists. The pathway to IMO is open. The next step belongs to the institutions that certify polar vessels for operations they are not yet fully equipped to survive.
